TOTO Online B.V., licence 3621 and the old number 1601

The operator is TOTO Online B.V., Laan van Hoornwijck 55, 2289 DG Rijswijk, with its registered seat in The Hague, part of the Nederlandse Loterij group. Article 2.2 of the participation rules (Deelnemersreglement, in force from 1 October 2026, replacing the version of 5 June 2026) says the licence was granted on 30 July 2026 under reference 3621/01.404.992. The register kept by OpenOverGokken lists licence 3621 as valid from 1 October 2026 to 1 October 2031 for the brands TOTO, TOTO Sport, TOTO Casino and Winnitt.

The site footer and licence page still give a different number: licence 1601, granted on 29 September 2021. The two statements do not agree, and the 2026 rules and the register are the newer ones. Dutch law applies (article 8.1) and only the court in The Hague may hear disputes (8.2). Only Dutch residents may hold an account (15.1c), and hiding an IP address is not allowed (15.3).

iDEAL/Wero in, Trustly out, usually within the hour

The support pages say the balance can only be topped up with iDEAL/Wero, from an account in the player's own name. A dataset entry that lists Visa and Mastercard conflicts with this. Players whose bank is not on iDEAL but who hold a SEPA account in their name can ask support. Deposits appear on the bank statement as TOTO Online BV, while payouts appear under the name Trustly, a second payment partner.

TOTO states that most payouts arrive within one hour, that a regular payout is finished within 24 hours at most, and that an email confirms it. The minimum payout is €5. Below that, TOTO waits, and if €5 is not reached in 14 days it pays anyway. A confirmed payout cannot be cancelled. If the registered account is closed, the bank returns the money within a few working days and, once an active account is added, the payout is re-sent and arrives within 10 working days. Article 22.5 allows payouts only to the registered account, and payouts can be suspended while a money laundering check runs (14.2).

Limits: €700 or €300 net, and a €300 loss limit under 24

The law-based net deposit limit, deposits minus payouts in a calendar month, is €700 for players from 24 and €300 for those aged 18 to 23. The FAQ says players from 24 can get a higher personal limit after sending financial documents, while the €300 for young adults cannot be raised even with documents. Players under 24 also get a mandatory loss limit of €300. Every player must set a deposit limit, a wallet limit and a time limit before playing.

The maximum time limit is 8 hours a day, 56 hours a week and 248 hours a month, with automatic logout after 15 minutes of inactivity. Raising a limit takes 7 days, lowering is immediate. The wallet limit sends winnings above the chosen balance to the bank account automatically (article 29.1). If TOTO sees risky play and cannot reach the player, it may change limits itself, after several attempts by phone or email.

Verification: income papers within 1 to 3 working days

Customer due diligence follows the money laundering law (Wwft) and is a condition of the account (article 14). A player who does not complete it can be closed immediately (14.4). Registration needs name, address, birth date and place, bank account, phone, citizen service number and email, and only a private account in the player's own name is allowed, not a business one (16.1).

Document requests are uploaded in the account under Profile and Document verification. The FAQ gives 1 to 3 working days for the review. The documents asked for are most often proof of net monthly income, such as a payslip, a benefit statement or an entrepreneur's profit and loss account, and sometimes a bank statement or proof of address. A player who wants to deposit above the €700 net limit has to go through this step first.

Rules that can cost a player money

TOTO may close an account without a reason on 48 hours notice (article 20.2a), and after 24 months or longer without use (20.2e). An open bonus lapses on closure, and the balance is repaid promptly (20.3). If a bet is declared invalid after a prize was paid, the prize minus stake is deducted, or the player must repay it at once (28.2), and the account can be closed if they do not (28.3).

Complaints are only taken up within 12 months of the event (6.2). Liability is limited to the stake minus prizes won in the affected play (7.3). Shared-platform jackpots are paid to the player only once TOTO has received the money from the other operator (42.5). TOTO's systems and random number generators are decisive for results (43.2). TOTO may also propose involuntary CRUKS registration for high-risk play (31.3b).

Protection if TOTO cannot pay: a foundation and a bank guarantee

Article 23 sets out an arrangement few operators put in their rules. The Stichting Waarborg Spelersbelangen TOTO Online holds a bank guarantee. It must pay player balances directly if TOTO goes bankrupt, or if TOTO has not paid a requested payout for more than 30 days without a reasoned dispute (23.3b). If the foundation has not paid within 30 days of such a scenario, the player can apply to it by email (23.5). The payment is limited to the player's own balance (23.6).

Games and support

The casino offers games against TOTO under the TOTO Casino and Winnitt brands, with bingo played against other players (article 40.1). Slots, live casino, roulette and blackjack sections exist, and some games carry an Exclusief tag. The provider count is not published. CasinoGuru rates the terms fair, with no issues found, and lists 3 complaints, none unresolved. AskGamblers has no review. Trustpilot shows 1.2 stars from 504 reviews for the casino profile and 1.5 from 131 for the wider TOTO profile. The sources give no amounts or dates for the complaints.

Who this suits and who should avoid it

It suits a Dutch resident who banks with iDEAL, values a payout of normally under an hour and wants the 30-day foundation guarantee. It does not suit a player who wants to deposit by card, a player under 24 who wants more than €300 net a month, or anyone who leaves an account unused for 24 months. A player who wins €1,000 and requests it has a stated wait of 24 hours at most, unless a Wwft check starts.
