The casino's own terms, CasinoGuru, AskGamblers and Trustpilot, checked in October 2026. If the casino's site says something else, the casino's site is right.
Vlad Cazino is the Romanian-licensed brand of Unibet (Germany) Ltd of Malta, company number C 56247, holding ONJN licence L1260657W001792 valid from 1 September 2026 to 31 August 2036 (1.09.2026 to 31.08.2036 in the footer's notation). Its terms state payout and protection rules in numbers: winnings paid within a maximum of 3 working days, identity checks before any payment above EUR 2,000, a 12 month rule that sends unclaimed money to the Romanian state, and a 14 day complaint answer. The same terms cover Unibet and 32Rosu. CasinoGuru gives a Safety Index of 9.1, Very high, with 0 complaints on 71 providers. There is no AskGamblers or Trustpilot record to set against it.
Unibet (Germany) Ltd, C 56247, and a Romanian ONJN licence to 2036
The terms open by saying they apply to all three websites run by Unibet (Germany) Ltd: Unibet, Vlad Cazino and 32Rosu. Clause 1.1 gives the company as registered on 9 May 2012 (9.05.2012) in Malta, number C 56247, with its office at Level 6, The Centre, Tigne Point, Sliema. The footer states licence L1260657W001792, issued by the ONJN supervisory committee and valid from 1 September 2026 until 31 August 2036. CasinoGuru prints a different number, L1160657W000330, so the older licence number appears to have been replaced. The about page places the brand in the FDJ UNITED group, and CasinoGuru dates the brand to 2018 and puts annual revenue above EUR 20,000,000.
The licence is Romanian, so this is a domestic market site: it is in Romanian, balances are in RON and there is no list of restricted countries to check, unlike the offshore casinos in this series.
Winnings in 3 working days, but not above EUR 2,000 before verification
Clause 4.1.1 obliges the organiser to pay winnings within a maximum of 3 working days, counted after the win is validated and checks such as KYC are finished. Clause 4.1.2 says no payment above EUR 2,000, or its equivalent in RON, goes out before identity, age and place of residence are verified. A player who wins EUR 5,000 therefore faces a verification step first and then up to 3 working days. Review data show card and bank withdrawals taking 2 to 3 business days.
Withdrawals go only to the player's own account and, where possible, to the account used for deposits (4.5 and 4.9). The terms set no withdrawal ceiling per day or per month in the chapters read. Deposit limits per method exist (4.11), and the casino may charge administrative costs on withdrawals as published on the site, but the amount is not in the terms. A chargeback can leave the balance negative (4.8).
One full turn of the deposit before a cash-out
Clause 4.10 lets the casino refuse withdrawal of deposited money until the deposit has been wagered in full once. A deposit of 500 RON therefore needs 500 RON of bets before it can leave, compared with the x1 to x3 rules at offshore sites. Customer funds are kept in a client account at an institution approved by the regulator (3.2.4), and the account pays no interest (3.2.5).
30 days to confirm the registration data
Documents can be requested at any time, including before deposits and withdrawals (3.2.1 and 5.6). If a player does not confirm the registration data within 30 calendar days of the account first being credited, the casino may close the account (3.2.1 j), and any bonuses are cancelled before closure (8.1.5). A suspended account that stays suspended for more than 12 months has its money sent to the player's bank account, or to the Romanian state budget when no valid account exists (3.2.2). The same state-budget transfer applies to a closed account whose owner never supplied a valid bank account (3.2.1 k).
Rules that can cost the balance
The casino may withhold or confiscate funds if its rules were broken, or if a player cheats or uses bots (3.2.1 g and i). One profile is allowed per brand (3.2.6). Claims about a transaction must be made within six months, otherwise the casino may ignore them (15.1). The terms do not state any inactivity fee in the chapters read. Applicable law is that of the contract jurisdiction (15.5).
Bonus rules: one per household and a 0.50 RON auto-finish
The welcome offer is 100% up to 1,500 RON plus 225 Amusnet free spins, advertised as having no wagering when used within 5 working days; the bonus page has the details. The general terms add that each person, IP address, device, household, phone number, card, e-wallet and email gets one bonus (8.1.3), and that an active bonus ends automatically when it falls below 0.50 RON, with leftover bonus funds moving to cash (8.1.6). Abuse examples include betting red and black at once on roulette, and playing with tiny stakes after winning twice the bonus value (8.3). Sanctions run from withholding winnings to closing the account.
Five tools: reality checks, two deposit limits, product breaks, self-exclusion
The responsible gambling page lists reality check alerts, a deposit limit, a net deposit limit, a break from chosen products, self-exclusion and a player profile test. It links BetBlocker, QuitGamble and Recoverme. This is a fuller set than the email-only options at most offshore casinos in this series. The page does not state the lengths of breaks or exclusions.
Complaints: 14 days, and the ONJN as a second route
A complaint goes first to customer support. The terms also name the regulator, ONJN, with the address relatii.publice@onjn.gov.ro (15.2). The casino must answer within 14 days of the complaint being filed (15.4). CasinoGuru records 0 complaints, a Safety Index of 9.1 and a mostly fair rating for the terms, with 2 issues flagged. There is no AskGamblers rating and no Trustpilot profile, so independent player experience is thin. Support is not rated 24/7 by CasinoGuru.
What the terms leave out: ceilings, fees and break lengths
Four numbers that matter are missing from the chapters read: no daily, weekly or monthly withdrawal ceiling, no amount for the administrative withdrawal cost, no minimum withdrawal, and no length for breaks or self-exclusion. The only stated payout figures are the 3 working days (4.1.1) and the EUR 2,000 verification threshold (4.1.2). A player planning a large withdrawal should ask support for the ceiling and fee in writing before depositing, because a claim made later than six months after the transaction can be dismissed (15.1).
Games and payments
The menu has casino, live casino, sports betting, bingo and poker. CasinoGuru counts 71 providers. Deposit methods listed in review data are Visa, Mastercard, Maestro, Apple Pay, Google Pay, Brite, Trustly, Skrill, Paysafecard and bank transfer, with Paysafecard excluded from the welcome offer. Withdrawals are listed for Visa, Mastercard, Maestro and bank transfer. The only account currency is the RON.
Who Vlad Cazino suits and who should skip it
Vlad Cazino suits a Romanian resident who wants a locally licensed operator with a 3 working day payout rule, deposit limits and a regulator to complain to, and who is content to wager each deposit once. It does not suit a player outside Romania, a player who wants a published daily or monthly withdrawal ceiling before registering, or anyone expecting to withdraw more than EUR 2,000 without a verification step.
