Our verdict

22Bet is legit, with caveats. It is licensed, but its safety score or terms leave room for problems.

The casino's own terms, CasinoGuru, AskGamblers and Trustpilot, checked in October 2026. If the casino's site says something else, the casino's site is right.

How we rate casinos: the full method

22Bet's own terms at ee.22bet.com name Moon Technologies OÜ of Tallinn (registration code 16277880) as operator, with Estonian licences HKT000065, HKT000064, HKL000381 and HKL000382. That matches CasinoGuru and contradicts AskGamblers, which lists TechSolutions Group N.V. and five other regulators. The terms print what the review sites did not: a €10 minimum withdrawal, €4,000 per day, €15,000 per week and €50,000 per month, verification at €2,000 and 40x on every deposit bonus. CasinoGuru records 345 complaints, 222 of them rejected, and gives the terms an unfair mark.

Moon Technologies OÜ and four Estonian licence numbers

Clause 1 of the 22Bet terms defines the operator as Moon Technologies OÜ, incorporated in Estonia with registration code 16277880 and a registered office at Tartu mnt 16-34 in Tallinn. The website is given as ee.22bet.com, and 22bet.com redirects Estonian players there. The terms add that if other language versions exist, the Estonian one prevails. Clause 2 says the operator is licensed and regulated by the Estonian Tax and Customs Board: activity licence HKT000065 for games of chance and HKT000064 for betting, both issued on 7 December 2021, and operating permits HKL000381 for online gambling and HKL000382 for betting, both dated 31 March 2022.

CasinoGuru's Estonian page already named Moon Technologies OÜ and HKL000381, but dated the casino to 2025. The About Us page says 22Bet was founded in 2017, serves over 400,000 player accounts and is available in over 50 languages. AskGamblers names TechSolutions Group N.V., the Curacao Gaming Control Board, the Kahnawake Gaming Commission and three African regulators. This is the Estonian version of the site, so a version for other countries may state different licences.

Complaints go to complaints@moon-technologies.com, with a promised resolution within 14 days; if you are not satisfied, the terms name the Tax and Customs Board. The terms also give support@20bet.win as the address for transaction queries and refunds, because the same operator runs 20Bet and the two terms pages are nearly identical.

€4,000 a day, €15,000 a week, €50,000 a month

Clause 3 sets the withdrawal limits: minimum €10, maximum €4,000 per day, €15,000 per week and €50,000 per month. AskGamblers states no limits at all, so these 4 figures are the first firm ones. A €12,000 win leaves in 3 days at the daily cap. A €60,000 win hits the weekly cap first: €15,000 a week means 4 weeks, and the monthly cap of €50,000 pushes the last €10,000 into the next month.

Requests are processed 24/7 and the terms promise payment within 48 hours once the account is fully verified. AskGamblers lists 0 to 1 hours for e-wallets, 0 to 24 hours for crypto, 0 to 72 hours for cards and 1 to 7 days for banks, so a bank payout with 48 hours of processing and 7 days of transfer lands about 9 calendar days after the request. Withdrawals go back to the deposit method, and if you used several, each must receive the amount it sent in. The terms print no withdrawal fee, and they say the website takes no commission; you pay your payment provider's fees and your own taxes.

Three rules change what you can take out: the Security Service may refuse a withdrawal if your stakes do not add up to the sum of all deposits, with every bet at odds of at least 1.1. winnings can be confiscated if you do not place a bet before withdrawing; and after the first deposit the operator may limit your maximum stake to 10% until the second deposit is made.

Verification at €2,000, 30 days to answer and a phone call

Identification is checked for deposits or withdrawals that cumulatively reach €2,000, and may be requested at lower amounts. If documents are not supplied within 30 days of the request, the operator may confiscate winnings, return the deposit and close the account. Section 7 lists the documents: a photo of an identity document, a photo or screenshot of the payment system, and an address document not older than 3 months. Up to 3 extras can be added: a selfie with the ID, proof of wealth and proof of funds.

Documents must be in Latin or Cyrillic script, PDF and scanned copies are not accepted, and anyone who cannot meet that is asked for a video verification. The anti-fraud section adds that a manager may call the number on the account, that winnings are not processed until the call has happened, and that the account is closed and winnings confiscated if the player does not pass within 2 weeks.

The terms say verification will be completed in 'longer than 72 hours' from the last document, a wording that is printed that way and does not give a maximum. AskGamblers lists verification delays among its three cons, and one Trustpilot reviewer in May 2026 described a fully verified account whose withdrawal stayed Pending for 24 hours and was then rejected.

Rules in the terms that cost players money

A suspended account is refunded only up to the deposits: if the balance is higher than what you paid in, the operator returns the deposit amount and keeps the rest. A duplicate account is treated the same way: winnings can be cancelled and the balance refunded minus withdrawal charges. The terms allow only one account per family, address, email, IP address, card or e-wallet.

The anti-fraud list includes unusual items: going bankrupt in the country of residence, chargebacks, and low-risk roulette play where equal stakes cover 25 or more of the 37 numbers. A player who claims registration free spins from a country that differs from the IP address risks termination and withheld winnings. Deposits from third-party wallets or cards are returned with transfer fees deducted, and winnings can be confiscated. No dormant-account fee or inactivity clause appears in the terms.

A mistaken credit stays the operator's property, and the amount is deducted from your account. Refund requests are only considered within 24 hours of the transaction, or 30 days if a third person or a minor used the account, and not at all once the deposit and bonus have been played.

40x on every deposit bonus and a €10,000 cap

The general bonus terms are firmer than the 35x that AskGamblers lists for the welcome package. All deposit bonuses must be wagered 40 times (1k), any deposit bonus needs a deposit of at least €20 (1f), and the maximum bet is €5 (1e). Winnings from a no-deposit bonus or free spins are capped at €50, and winnings from other bonuses at €10,000, with the excess forfeited (1b and 1c). Slots count 100% and table and live games 0%; jackpot games and a long list of slots are excluded. The bonus is cancelled when its balance drops to €0.05.

AskGamblers' welcome package has 4 tiers: 100% up to €300 plus 30 spins, 50% up to €350 plus 35 spins, 25% up to €400 plus 40 spins and 25% up to €450 plus 45 spins, a total of €1,500 and 150 spins, plus a Sunday reload of 66% up to €100 plus 50 spins and a Wednesday reload of 50% up to €220. A €20 deposit with a €20 bonus at 40x means €800 of qualifying bets, and at the €5 cap that is at least 160 bets. AskGamblers' €5, €10 and €15 minimum deposits conflict with the terms' €20 for any deposit bonus; offer pages may carry their own conditions, and the bonus page covers the details.

Games, and the NetEnt country lists in the terms

CasinoGuru's Estonian page lists 5 payment methods (Skrill, Neteller, Payz, Mastercard and Visa), while AskGamblers lists 22 deposit methods, among them bank wire, Paysafecard, Trustly, Apple Pay, Google Pay and 7 coins, and 20 withdrawal methods including UnionPay, Payeer and SticPay. The terms refer to a separate Payments section, so the 5 against 22 gap is unresolved. CasinoGuru counts 64 providers, including NetEnt, Nolimit City, Evolution, Pragmatic Play, Yggdrasil, Thunderkick, Red Tiger and Betsoft, and notes that not every provider works in every country. AskGamblers cites more than 4,000 games. The terms define Games as the sportsbook, live casino, live games, casino and poker, with a minimum stake of €0.10 per selection.

The terms contain no country list of their own and name only the United Kingdom as an example of a market where use may be illegal. Section 9 then reproduces the NetEnt licence restrictions: 19 jurisdictions where NetEnt games cannot be supplied without local licences (Belgium, Bulgaria, Colombia, Croatia, Czech Republic, Denmark, Estonia, France, Italy, Latvia, Lithuania, Mexico, Portugal, Romania, Spain, Sweden, Switzerland, the United Kingdom, the United States) and a blacklist of 50 territories. These are provider rules for NetEnt games, not a list of countries where 22Bet refuses players. The profile data lists 19 other restricted codes, with no recorded source.

Limits by request, 24/7 chat and a 3.2 on Trustpilot

The responsible-gaming page says players can ask support for deposit limits per day, week, month, 6 months or year, a cumulative loss limit, and self-exclusion for a set period or indefinitely, and links the Estonian gambling restriction register. It names no time limit, reality check or cool-off tool. AskGamblers counted 4 of 10 tools and a different four in its two records. The site is for 21 and over, or 18 where applicable.

Live chat runs 24 hours a day. CasinoGuru lists only Estonian and English, AskGamblers 43 languages. CasinoGuru gives a Safety Index of 7.3 in May and 6.3 in October, and a count of 345 complaints: 13 open, 1 unresolved, 109 resolved and 222 rejected, which is 64% rejected. AskGamblers shows a CasinoRank of 8.9 in May and 8.4 in October, a player rating of 8.8 from 437 reviews in May and from 504 reviews in October, and 261 complaints with a 2-day average response. CasinoGuru's user label is Mixed from 61 reviews. Trustpilot shows 3.2 from 2,348 reviews in May, and in October 2,543 reviews with the rating withheld because fake reviews were removed.

Who 22Bet suits and who should skip it

It suits a player in Estonia or another country the Estonian licence covers, who wants sport and casino on one account, withdraws less than €4,000 at a time and can send a Latin or Cyrillic document within 30 days. The 4 published limits and the 48-hour payout promise are clearer than most second-hand reports. The About Us page counts 100+ sports, 1,000+ daily events and 30+ live markets, with a minimum stake of €0.10 per selection, which suits small sports bets.

It suits poorly a player who wants a bonus at 35x and a €10 minimum, since the terms say 40x and €20. It also suits poorly a player who needs a PDF or scanned proof accepted, a player expecting a six-figure win paid quickly against €50,000 a month, and anyone who treats 222 rejected complaints out of 345 as a small risk.
