The casino's own terms, CasinoGuru, AskGamblers and Trustpilot, checked in October 2026. If the casino's site says something else, the casino's site is right.
Cookie Casino is run by N1 Interactive Ltd of Malta under licence MGA/B2C/394/2017, and its own terms (version 2.8, updated 23 January 2024) carry the numbers that matter: €4,000 a day, €10,000 a week and €40,000 a month in withdrawals, a mandatory identity check once cumulative withdrawals reach €2,000, every deposit wagered 3 times, and a €5 monthly fee after 12 months of inactivity. The outside record is mixed rather than bad. CasinoGuru gives a Safety Index of 7.2 with 23 complaints, 19 of them rejected, AskGamblers shows 8 complaints all resolved, and Trustpilot sits at 2.4 from 79 reviews. This review reads the terms clause by clause and sets them against those records.
N1 Interactive Ltd, MGA/B2C/394/2017, issued 1 August 2018
The footer of every page and the opening of the terms name N1 Interactive Ltd, a Maltese company with registration number C 81457 and a registered address at 206 Wisely House, Old Bakery Street, Valletta. The licence is from the Malta Gaming Authority, number MGA/B2C/394/2017, issued on 1 August 2018. The terms date from 25 March 2020, matching the 2020 launch year in CasinoGuru and AskGamblers. Maltese law governs and the minimum age is 18. The same company and licence number stand behind BetChan.
The terms open with a paragraph for Austrian players: they waive the right to reclaim stakes under Supreme Court decision 9 Ob 20/21p of 24 June 2021, and deposits count as trust deposits under Maltese law. The homepage lobby showed a jackpot counter of €2,399,108.27, and CasinoGuru places the casino in its revenue tier above €1,000,000.
€4,000 a day, €40,000 a month: what a large win looks like
The terms set the maximum withdrawal at €4,000 a day and €10,000 a week. The monthly ceiling is €40,000 on the standard limit and €75,000 on an 'ultimate limit', and players with a higher VIP level may get exceptions at the casino's sole discretion. A win above €40,000 may be split into monthly instalments of €20,000. A €10,000 balance leaves in 3 days (€4,000, €4,000, €2,000), a €40,000 balance needs 4 weeks under the weekly cap, and a €100,000 win could take 5 months.
The sources disagree on the monthly figure. The terms say €40,000 and AskGamblers repeats it with the same daily and weekly limits, while the CasinoGuru editorial states a monthly cap of €20,000, the same number as the instalment size. The terms are the primary source.
The payments page aims at 12 hours per payment. AskGamblers lists e-wallets at 0 to 1 hours, cards at 1 to 5 days, banks at 1 to 7 days and pending 0 to 12 hours, so a bank withdrawal could take close to 8 calendar days.
Deposits from €20 and Mastercard payouts in only 12 countries
The payments page lists instant deposits with a €20 minimum. Cards accept up to €4,000 per transaction, Paysafecard €1,000, Trustly €5,000, Neosurf €10,000 and one e-wallet group €10,000. CasinoGuru counts 18 payment methods, AskGamblers 16, and the homepage advertises 15. The terms accept only four currencies: EUR, USD, CAD and NZD.
Card payouts have narrower rules than card deposits. Visa pays out through Original Credit Transfer and Mastercard through Payment Transfer, but Mastercard payouts are supported only for Andorra, Austria, Denmark, Germany, Iceland, Ireland, Luxembourg, Malta, Monaco, San Marino, Sweden and Switzerland, 12 countries in all. Cards must be personal, and payouts up to the deposit amount may go back to the card. Deposits from a third party's account are forbidden: the winnings are confiscated and the deposit is returned to its owner. The minimum withdrawal is €10.
The €2,000 trigger and the two-week phone deadline
Verification is not requested at sign-up. The terms say identity may be checked before any payout, with pending withdrawals held during the check, and that the procedure becomes mandatory when cumulative withdrawals reach €2,000. That is half of one daily withdrawal, so a €5,000 win meets the check on the first request. Documents may be demanded in Latin or Cyrillic script, with video verification as the fallback, and the terms add a selfie with ID or a phone call.
Two clauses carry a deadline. If the casino cannot reach the player by email or phone within 2 weeks, the account is locked, and a player who does not pass the procedure within two weeks has the account permanently closed and the winnings confiscated. A manager's call can also be a condition: the win is not processed until it takes place. For players in Germany the terms require verification within 30 days of registration and/or up to a deposit of €150.
Three times the deposit, €5 a month and a ban on covering the roulette table
The rule that affects every player is the turnover requirement on deposits: each deposit has to be wagered 3 times before the related funds can be withdrawn, otherwise the casino may charge a fee on the deposit and the withdrawal. A €500 deposit therefore needs €1,500 of bets even with no bonus. The 40x bonus requirement is on the bonus page; this rule applies to plain cash.
Dormancy is the second cost. An account is inactive after 12 months without a login, a monthly fee of €5 may start in the 13th month, and a reminder email is sent each month. At 30 months the balance is remitted back to the player, and if the player cannot be located the funds stay with the company. A €50 balance would reach zero in month 22, before the 30-month return; the fee window of months 13 to 30 is worth up to €90.
Playing style is regulated as well. The anti-fraud list names low-risk roulette: equal bets covering 25 or more of the 37 numbers, and black plus red covers 36. It also names a deposits-to-bonuses ratio above 50%. A chargeback lets the casino claim the available balance, and an account may be closed at its discretion with no reason or notice.
Germany: a 5.3% fee on every bet and a €1,000 deposit limit
A section headed 'Additional terms for German players' changes the economics for one market. The casino charges a 5.3% fee on real-money bets, debited at the moment of the bet and rounded to the cent: a €1 bet takes €1.05 from the balance. On the 3 times turnover of a €1,000 deposit, €3,000 of €1 bets costs about €150 in fees. The monthly deposit limit offered at registration may not exceed €1,000 per player, a reality check pop-up appears every hour and forces a five-minute wait after confirmation, and a closed account must be paid out to a verified bank account within 5 working days at no charge.
CasinoGuru records a complaint from Germany of €445 over an account ban not applied across the N1 group.
2,000 games, 93 providers or 41, and an hourly spending reminder
The homepage claims more than 2,000 games. CasinoGuru counts 93 providers, among them NetEnt, Nolimit City, Playtech, Evolution, Pragmatic Play and Hacksaw Gaming, and lists live tables, live shows, keno, scratch cards and sports betting. AskGamblers counts 41 providers and marks bingo and lottery as not mentioned, so the two directories give different provider counts.
The welcome offer is a 100% match up to €100 plus 120 spins and a 50% match up to €100 plus 100 spins, at 40x the bonus with a €5 maximum bet according to CasinoGuru and AskGamblers. The bonus page has the details; CasinoGuru rates the terms Unfair on bonus winnings timing, claim limits and low-risk play.
The responsible gaming page lists deposit, loss, wager and session limits by day, week or month, a cooling-off period that stops deposits but allows withdrawals, self-exclusion, and an hourly spending notification. An increase needs email confirmation and waits until the previous limit expires. The loss limit is measured on the initial deposit: in the page's example, a €50 deposit with a €10 limit grows to €1,000 after a win, and the player can still lose more than €10.
AskGamblers counts 8 of 10 tools, missing a withdrawal lock and a self-exclusion register. The homepage promotional copy names Book of Fortune with an RTP of 97.63%, so a player can compare that figure with the game's own help screen.
19 of 23 complaints rejected, 8 of 8 resolved, 2.4 on Trustpilot
CasinoGuru gave a Safety Index of 8.4 in an older record and 7.2, Above average, on 15 October 2026; the casino is on no blacklist. Its complaint count is 23 with 0 open, 1 unresolved, 3 resolved and 19 rejected. The cases shown: a €1,300 refund request from Austria (June 2023), a NZ$400 withdrawal delayed two weeks (July 2024) and a €445 account-ban dispute from Germany (January 2025). Two ended because the player stopped responding.
AskGamblers lists 8 complaints, all resolved, with an average amount of $3,077 and an average duration of 6 days. The three it shows are from 2020: €1,200 pending from 25 July, €4,000 delayed 3 days in December and €4,000 pending 9 days in August. Its CasinoRank was 6.8 on 15 October and 9 on 30 October, with a player rating of 9 from 148 reviews.
Trustpilot is harsher: 2.4 of 5 from 79 reviews, with 64% one-star and 25% five-star, and only 1 review in the last 12 months. One report describes winnings withheld and the account closed after a month of document requests (31 December 2025); the operator replied on 27 May 2026, citing a compliance review and chargeback risk, and returned the deposits. Another describes a closure after bonus winnings verification in March 2025. Unresolved complaints can go after 8 weeks to the ADR service CasinoReviews.com or the MGA. The oldest AskGamblers cases date from 2020, including €4,000 pending for 9 days in August 2020 and €1,200 delayed from 25 July.
Who Cookie Casino suits and who should look elsewhere
The rulebook suits a player in a permitted country who deposits €20 or more, uses an e-wallet and wants a €4,000 daily payout ceiling. It also suits someone who accepts identity checks once withdrawals pass €2,000.
It is a poor match for a player in Germany who bets small stakes often, because the 5.3% fee applies to every bet. It is also poor for anyone expecting to withdraw more than €10,000 in a week, covering roulette bets, or leaving an account idle beyond 12 months. The restricted list covers about 128 names, including the United Kingdom, Spain, France, Italy, the Netherlands, Poland and Norway, and VPN use can end with funds confiscated.
